The Oxygen Store Medicare Fraud

Why does Medicare award no-bid contracts to Rotech? Walgreens Home Care sold out to Rotech and since then there has been nothing but abuse, threats and fraudulent charges for equipment not delivered and equipment that has been expensed by Medicare years ago. Why does Medicare permit abuse of recipients by Rotech.
