Took my order, divided it into two shipments, then never shipped 2nd half, but charged me

I placed an order. I paid extra for fast shipment. I received one half of the order way past the due date. They insisted the other half was on its way to me. It was not. I finally, after many emails and calls, got them to admit that the order was lost. They said they shipped the second half, but didn't. They claim that the second half of the shipment has no tracking number. They have refused to credit my credit card. They send emails that make no sense—obviously written by people whose primary language is not English. They hung up on me this morning. The tracking area on their site does not work. Here are the last two emails they sent to me. "Sir, we do not take fees, it's on the part of your bank.
Your order was reshipped on Thursday, March 01. And the deadline for its
delivery was Sunday, March 11. So, it was reshipped by Trackable
service, which is the fastest one." (The original order was placed on February 8). As I was writing this, I received another email: "This message is regarding your complaint on your order's status.

As far as we can see you have got half of your order from the initial shipment, yet, unfortunately, the second package has stuck at the US customs, according to what the tracking number says.

Following the agreement you met with our support team we have sent the missing product via the same shipping option - Express Mail International (as it is recognized by the USPS).

The replacement package left for the US on MAR 10, which is most unfortunate and we are terribly sorry for such a delay in dispatch, yet it was caused by the events out of our control. There was a strike of postal workers in India that week your package was scheduled for dispatch. We are merely asking you to bear with us and wait for the rest of your order for some time. It is good on the way to the US and will arrive quite soon.

We would also ask you not to resort to the measures of claiming your payment back through your bank. There is no need in this kind of measures because we can reverse the payment on our side in case the package does not make it for the second time, which is most unlikely.

We do completely understand your frustration and really sorry for what occurred, yet this is an international mail and there are many things that can intervene and affect the delivery process, which could not possibly be either foreseen, or influenced from our side, such are the customs clearance routines and/or strikes.
