Settlement offer when i did not receive a bill by a creditor they say i owe money to

I did my research because i received a letter from CBCS saying that I owe money to this creditor when i did not receive a bill from the company. I google the company's name and I come to find out that the CBCS company is a rip-off and is why I decided to file a report
