Was told to return item for 70% refund

I was not happy with the merchandise and was told to return for a 70% refund. After one month of waiting for a credit I called. The guy told me that my refund was rejected. How do you reject a refund? They accepted the merchandise back, but refuse to give me a refund. They refuse to let me speak to a manager. The company basically ripped me off.
