Alcatel-Lucent And SecureHorizons Insurance Changed my Medicare Part B and RX insurance without my consent, NJ - Hot Springs AR & Arkansas

Help!!! I need help ASAP. Because of an apparent agreement between the Federal Government, Medicare and major insurance companies, I was enrolled without my knowledge or consent by my previous employer into an insurance plan with SecureHorizons of Hot Springs AR. They enrolled me because they said they sent me the option to enroll and because I did not opt out, they could legally enroll me with SecureHorizons and SecureHorizons could legally change all Medicare insurance I had enrolled in and paid for. I never received any information for an insurance option from my employer other than Cobra information. How could I opt out if I didn't know about it? I now have no insurance. According to Medicare, they (who cannot discuss my coverage with my wife) can discuss and change my coverage at the direction of an insurance company without my knowledge. Medicare said Congress passed a law making this legal.

I retired from Alcatel-Lucent (a telecom eqpt provider) on 12-19-08. I had the original Medicare insurance, Medigap and RX insurance set up for 1-1-09. Early January I received a letter from my RX insurance company stating I was dis-enrolled from them effective 1-1-09. I started receiving medical insurance cards from my former employer along with a premium bill. I did not want my former employer's insurance because of the cost and network doctors. I called Medicare and was informed I no longer had my selected insurance and was now in my former employer's insurance plan with SecureHorizons. Medicare informed me an insurance company can change this without my authorization as this is the result of a law set up in Congress. I started the dis-enrollment process for all my former employer's plans and revert back to my originally selected plans. However, this will be effective 2-1-09. Therefore, I will have no insurance for January and I have some doctor bills for which I am ultimately responsible. My former employer benefits group states I was automatically put into their plan because I did not opt out. I told her I never received any such plan.in fact, I received a letter stating I no longer had medical insurance effective 12-31-08 and they provided Cobra information. Why are they allowed to automatically select insurance with no reply yet an active employee must sign forms? Also, why is Medicare allowed to accept the word of an insurance company such as SecureHorizions when I have not authorized such a change? I need help quickly. Do I need to get a lawyer to work on my unpaid bills for January and to get this corrupt policy corrected?

Medicare said I can be put back into the original Medicare plan only if SecureHorizons has dis-enrolled me and that it will be effective 2-1-09 and cannot be retroactive to 1-1-09. Again SecureHorizons is calling the shots and I have no input whatsoever.
