Ripoff failed to refund money

I returned two items valued at 14.00 and paid about 4.00 for shipping. When I called the operator at hcbl she said I should return them. Both products were never opened and had no experation date. The operator knew the invoice number and date when it was purchased. She told me to return the products now they don't want refund my money.
