Ripoff, will not respond to emails, billed credit card $19.95

I ordered a prescription online from Frontier Pharmacies. They charged my credit card a $19.95 order processing fee. My doctor sent them my prescription, but they have not filled it. They are not responding to my emails and I cannot get through on the phone number. I want my prescription filled or my processing fee refunded.
