Ripoff, fraudulent reimbursement policy

I bought an auto kit for a Garmin GPS from Mall24-7.com via internet on May 7. I returned the item and I keep mailing post service proof of this. The company acknowledged having received the auto kit. I waited for the next month credit card report and I was not credited/reimbursed by this company.

I called them and they sent me an email on July 2nd saying that next week from that day they will reimburse the amount. They did not do it. I called them again. A representative told me the reimbursement was done on the 20th of July. I waited for the bank statement and the reimbursement was not done. I tried to call the company but they never answer the phone.

I sent them an email. On September 8th they sent me an email saying that they no longer accept credit cards so they cannot reimburse me directly and told me to contact my card issuing bank to initiate a dispute. I did. However, for my surprise City Bank, the bank that issued my credit card, told me that dispute over 60 days cannot be processed.

I tried to contact Mall24-7 but they don't answer the phone. I sent them an email saying that they lied to me all this time assuring that the reimbursement was done, but they knew about City Bank policy and just kept me believing until 60 days passed so I cannot win the dispute. They never answered my email. This is certainly a rip off.
