Used and Incorrect merchandise shipped, not at pictured or described on website

I searched for a replacement keyboard for my laptop. I found it with the exact model number of my laptop and the correct part number of the keyboard. What I received was a used keyboard, and not the correct keyboard. This was clearly a RIPOFF.

There was no indication that this 'company' was based in China. I ordered the part on November 21. Paypal was charged that same day. On December 10, I received a packed that had a return address of:

Zhou Ai Li
B415 XINXIN Building
ZhenHua Road
Futian, ShenZhen China

There were customs labels and a shipping stamp that indicated that the part was shipped on 12/04. I immediately sent and email requesting a credit...
No Response.
