20 dollars for 2 minutes using debit card

I recently used a pay phone to make a local call. Much to my surprise I came home and there was a twenty dollar charge for a 2 minute or less conservation. I called the company, the pay phone company that is, and they said the rates should have been displayed and sometimes the display does not work but I would not be able to get my money back. I do not see how they can charge this much just because it is a debit card call instead of cash. I mean what costs them 19.50? Don't use pay phones using a debit card EVER.
