How long does it take to upgrade?

How long does it take to upgrade a system??? I noticed reports dated more than 2 years ago on this site complaining about poor services and the excuses included system upgrades. Here it is 2 years later and we are still getting the same excuses.

On top of this, refunds were promised for internet service which was out for a month, and 2 months later the refund is still not on the bill. The complaints continue to be the same, snowy picture, intermittent service, poor or no internet connection. How long can a company keep giving this kind of service, charging full price for it, and no one can seem to do anything about it? Phone calls do not work, taking a credit off of your payment yourself does not work, do they have to push you to report them to the Better Business Bureau before they listen.

Unfortunately, this is one of those areas in which the weather seems to dictate the quality of satellite service or we would have already switched over.
