Ripoff, he did not complete the job. And did not finish concrete work. Con artist fake ripoff

I paid this man $11.700.00 to rip out a floor and fill in a new foundation tieing ont to the old foundation. To run new water supply lines, and to re-rout the sewer lines. When he finished the toilet will not go fast and seems to be clogged. The water lines arerunning on the side of the house. There is no finish on the concrete. The walls are splatterd with concrete. One t v antenna wire is in the concrete and also a blind rope.
