Someone submitted my info, started an allotment & sent me items I didnt want

I was approached my some old guy trying to sell me encyclopedias, etc in 2003. After being nice and allowing him to give me a presentation, I declined and moved on.
Shortly thereafter, I received encyclopedias (things I didn't need since I use the internet and go to the public library as needed) and a laminate bookcase. I called the company and asked what the heck was going on because I didn't sign up for anything.
They argued and after not receiving all of my pay, I checked my LES and saw there was an allotment. I went to my local PSD and they showed me an allotment slip. We immediately stopped the payment, I told my command, got linked up with my Base Legal and contacted the company once again.
In the meantime I was PCSing to the opposite coast... I wound up shipping the items back to MEE during this time. I was told by the company that they received my items (I know because someone had to sign for it) and that they would stop contacting me.
Well, they didn't because once I checked my credit report it showed I was delinquent, etc. I contacted credit companies who for some reason haven't showed my dispute (having to do it all over again after 6 years) though nothing MEE related is on Equifax.
I'm at a loss what to do further. I have a pretty clean credit history and I know that this six year scam is affecting my score. Need help to get this resolved asap.
