Sent wrong order, I sent it back, no refund, they promised to ship new order, no order or refund, since 02/07

In February, 07, I ordered inks for $57.82, I recieved the wrong inks, and sent them back same day. They recieved them. I was advised that they were waiting for the black ink to send my complete order, this was in February, 07.. I called and asked for my money to be refunded, they said it would be, nothing refunded. Please help me. Thanks
