I had only know Doug Finney for a short time. He asked me to cash a payroll check for him at my bank. He had just gotten to North Carolina and needed money for his hotel room. I foolishly agreed. The check came back with "ACCOUNT NOT ON FILE" stamped on it.
After contacting him, he said he would PAYPAL it to my account. It didn't go through. He then said he would send it Western Union. I have not heard from him since. He claimed to be am EMT, ex police officer and an agent for FEMA. He also claimed to own his own security company in NY.
