I was charged $1100.00 to install a sump pump that took only 45 minutes to install which was installed against code

I was charged $1100.00 to in stall a sump pump which took 45 minutes to install. It was installed incorrectely against code. I asked for a itemized break down of the cost of parts and labor he refused to do so. The pump est. Cost $150-$175.00 and the pvc piping maybe $50.00. How did i get to $1100.00 parts/labor for 45 minutes? How much does he charge for his parts and labor?
