Navy Federal is a credit union, not a bank: the credit union's own site says it is "member-owned and not-for-profit" and links to a notice that it is "insured by NCUA". If you cannot make a payment. The Contact Us page says: "Concerned about being able to make your Navy Federal loan or credit card payments? We can help. We offer members free, confidential, personal finance counseling," with a number of 1-888-503-7106 (Mon-Fri 8 am-8 pm ET).

Fraud and disputed charges. The Report Fraud page says to call 1-888-842-6328 for a lost or stolen card. For credit cards it offers online forms to report fraud or dispute transactions, or mail: fraud statements go to Navy Federal Credit Union, Attn: Credit Card Recovery, PO Box 3503, Merrifield, VA 22119-3503, and credit card disputes to Attn: Credit Card Disputes at the same box. The page also lists sections for debit cards, checking and savings, prepaid cards and suspected identity theft, and says to forward suspicious messages to [email protected].

If your loan was opened by someone else. A court-authorized notice for the case Edey et al. v. Navy Federal Credit Union (E.D. Va., No. 2:25-cv-554) says that, under the proposed settlement, Navy Federal will automatically cancel affected personal loans, request deletion of related credit reporting and refund payments made, and members may submit a claim form for an additional $250 payment. The settlement website lists an objection and opt-out deadline of November 9, 2026, a claim deadline of November 29, 2026 and a final fairness hearing on December 9, 2026 at 12:00 pm; the settlement FAQ limits the class to members who, between January 1, 2023 and January 31, 2025, were provided a personal loan where the application came from a device not familiar to Navy Federal, the loan funds were deposited, the member disputed the loan as fraudulent, Navy Federal denied the claim in whole or in part and the funds were not recovered in full; see the litigation section below and nfculoansettlement.com.

Outside routes. The CFPB accepts complaints about credit unions through consumerfinance.gov/complaint/; the CFPB has issued two orders against Navy Federal, described below. The NCUA's Consumer Assistance Center page at MyCreditUnion.gov says it "assists consumers in resolving disputes with credit unions" and recommends "trying to resolve the dispute directly with your credit union" first. The same page says the Center "does not handle nor retain consumers' personal or confidential information, such as your social security, credit card, or account numbers," and tells consumers to delete such information from what they send; it says that if the NCUA can help, the Center will forward the complaint and any documents to the credit union and request that the credit union "attempt to resolve your complaint within 60 calendar days." BBB also accepts complaints; its profile for Navy Federal is summarized below.

CFPB orders against Navy Federal: 2016 debt collection and 2024 overdraft fees (status as of October 7, 2026)

The CFPB enforcement pages list two administrative orders against Navy Federal Credit Union. Both pages show the CFPB status category "Expired/Terminated/Dismissed"; the 2024 page also states a termination in so many words, and the 2016 page does not state a date or reason.

2016: debt collection practices (docket 2016-CFPB-0024). The CFPB page, with an initial filing date of October 11, 2016, says the Bureau "took action against Navy Federal Credit Union for making false threats about debt collection to its members" and that the credit union "unfairly restricted customers' account access when the consumers had a delinquent loan." According to the page, Navy Federal was to correct its debt collection practices, give approximately $23 million in redress and pay a $5.5 million civil money penalty. The CFPB lists the status as "Expired/Terminated/Dismissed" and does not state a termination date. Paragraph 123 of the 2016 consent order says: "This Consent Order will terminate 5 years from the Effective Date or 5 years from the most recent date that the Bureau initiates an action alleging any violation of the Consent Order by Respondent." This page did not find an extension.

2024: overdraft fees (docket 2024-CFPB-0014). On November 7, 2024 the CFPB issued a consent order for violations of Sections 1031 and 1036(a)(1)(B) of the Consumer Financial Protection Act related to the collection of certain overdraft fees. The order describes two practices: charging overdraft fees on debit transactions that had enough balance when authorized but settled later with an insufficient balance, and charging fees when consumers reasonably believed, from their available balance, that an incoming original credit transaction would cover that day's debits without being told of a cutoff time (the order says disclosures were amended in December 2020). Navy Federal consented "without admitting or denying any of the findings of fact or conclusions of law," except the facts needed for the Bureau's jurisdiction. The order required Navy Federal to reserve at least $80,689,100 for redress and to pay a $15,000,000 civil money penalty; the CFPB's press release title says "More Than $95 Million."

Termination. The CFPB page says that on July 1, 2025, "pursuant to its authority under 12 U.S.C. § 5563(b)(3), the Bureau terminated the order and waived any alleged non-compliance therewith." The termination order, signed by the Acting Director, states that the Consent Order "including but not limited to any obligations under Paragraphs 67 and 68 of Section IX" (the redress paragraphs) is terminated. This page did not determine how much was paid to consumers before the termination.

Other regulators. No other institutional action against Navy Federal was identified in the CFPB enforcement list and the NCUA Administrative Orders page checked on October 7, 2026. The NCUA page lists two 2025 orders (25-0013-ER and 25-0014-ER) against individuals described as former employees of Navy Federal Credit Union; those are orders against individuals, not against the credit union. State agencies were not searched; that is a limit of the search, not a finding that none exist.

State breach notice (not a regulator action). Massachusetts lists a June 2025 data-breach notification from Navy Federal Credit Union (file 2025-973). The sample letter on the Massachusetts site says: "between 04/10/2025 and 04/13/2025, a now former Navy Federal worker accessed your personal information and used the information to transfer funds from your account without your authorization," that the funds were restored and the accounts closed, and that the former worker was terminated. The letter lists the information involved as possibly including name, Social Security number, date of birth, account numbers and other details. The notice describes an incident affecting the members who received it; this page does not state how many members were affected.

Company background

Navy Federal Credit Union is a member-owned, not-for-profit credit union headquartered in Vienna, Virginia. Its 2026 Fact Sheet (business metrics as of June 30, 2026) reports assets of $204.3 billion and 15.7 million members; the credit union's Company Information page, headed "2nd Quarter, 2026 Operating Statistics" and read on October 7, 2026, lists assets of $204,391 million and 15,517,448 members; the credit union's About page says it was founded in 1933 by seven Navy Department employees. The two membership figures come from two Navy Federal documents and differ; this page gives both and does not choose one. They are the company's own numbers.

Who can join. The Fact Sheet describes the field of membership as "all Department of Defense and Coast Guard Active Duty, Veterans, civilian and contractor personnel, and their families."

CFPB database (as displayed on October 7, 2026). The CFPB Consumer Complaint Database lists 49,828 complaints under the company name NAVY FEDERAL CREDIT UNION, received from December 2, 2011 through October 4, 2026, of which 10,479 were received since October 7, 2025. The database's company-response field shows "Closed with explanation" 38,706, "Closed with non-monetary relief" 6,708 and "Closed with monetary relief" 3,174. These are consumer submissions, not findings.

Lawsuits and settlements: status as of October 7, 2026

Mortgage lending discrimination case. Oliver et al. v. Navy Federal Credit Union (E.D. Va., No. 1:23-cv-01731-LMB-WEF) was a putative class action by nine named plaintiffs; CourtListener lists the cause as the Equal Credit Opportunity Act. On February 9, 2026 the Fourth Circuit (No. 24-1656, published) issued an order "affirmed in part and vacated in part," vacating the district court's order "to the extent that it denied class certification under Rule 23(b)(2)." After the case returned to the district court, the docket shows that on August 25, 2026 the plaintiffs filed a "Notice of Dismissal with Prejudice" and the court entered a "So Ordered" entry the same day; earlier orders in 2026 referred to settlement efforts and a stay. The docket entries read do not state the terms. The allegations in the case were never decided on the merits in the entries read.

Unauthorized personal loan settlement. Edey et al. v. Navy Federal Credit Union (E.D. Va., No. 2:25-cv-554, filed September 8, 2025; CourtListener lists the cause as the Fair Credit Reporting Act). The settlement website says the lawsuit claims Navy Federal is liable for failing to prevent third parties from opening unauthorized personal loan accounts in members' names and for failing to cancel loans after people impersonating Navy Federal personnel induced members to transfer funds; "NFCU denies the Plaintiffs' allegations and denies that NFCU is liable." The settlement FAQ defines the class as members who, between January 1, 2023 and January 31, 2025, were provided a personal loan where the application was submitted from a device not familiar to NFCU, NFCU deposited the loan funds, the member disputed the loan as fraudulent, NFCU denied the claim in whole or in part and NFCU has not recovered the funds in full. It says that final approval would release claims about the personal loan but that members "are not releasing any claim for actual damages" under 15 U.S.C. § 1681s-2(b) of the Fair Credit Reporting Act. The settlement is proposed, not final: it lists Nov. 9, 2026 (objections and opt-outs), Nov. 29, 2026 (claims) and a Dec. 9, 2026 final fairness hearing.
