Sold me keys with defective electronics and because the keys had been cut, which must be done to program them, they refuse to refund my money

I bought two keys from this company. I cut the keys and then tried to have them programmed for my car. Both keys are defective and cannot be programmed. I sent the keys back and requested a refund. The company has a poloicy that if a key was cut they do not issue refunds. Since the keys must be cut, in order to program them, this is a catch-22 situation.
