Ripoff Unacceptable Rental Practices and Failure to Hold Reservation

We are a small nonprofit that needed a 15 passenger van to escort our stakeholders to some of our restoration sites as examples of our work. I reserved the van 5 days in advance and gave a credit card number. I was told that the van would be ready first thing in the morning and that the person picking up the van could park their car at the site until the van was returned.

When my coworker went to pick the van up, they held him at the counter for half an hour saying they were "busy". When he demanded to know what was going on, they told him that they had no van because overbooked. So we had to rent two minivans as well as drive our own vehicles in order to accomodate our stakeholders. We rented one of the vans from Payless (we had to since we had 1 hour until the tour) and my coworker was given a minivan completely on empty and had to fill it up and pay for it himself.

Then he was told that there was no space for his car and he had to park it in an abandoned lot. The worst service I have ever seen.
