Stole new chrome lug nuts and replaced them with old bent rusted nuts

Visited Norwich Tire Company Inc. To have wheels balanced and rotated. I always had good service in the past and have shopped there several times.
My vehicle had new chrome capped lug nuts that I installed a few month prior to the visit because I take pride in the way my cars look.
They usually leave the lugs on the floor beside the wheels but I noticed they were not there. New employee doing the work so I didn't think much about it.
The boss was out to lunch and when the job was complete and checking out I was offered a low price for the work if paid in cash. No receipt was offered.
Next time I washed the car I noticed rusty bent lug nuts and about half were regular nuts, not chrome.
No receipt, no record.
