9 months for Birth certificate

I applied for a birth certificate 9 months ago (27 Jul 10) and I haven't received it yet. Everytime I phone the toll free number they say Archives are still busy. They also can't give me a timeframe. I need it as we are going overseas the end of May!!! They are messing with my trip! Case no 1101039289. Pls I need urgent assistance.
