No responsibility for damage

This company backed their truck into another car, pushed that car into a fence causing property damage as well as the damage to the car. The driver takes off.
We track down the company and call to speak with the office manager and later the owner, who initially admit responsibility and promise repair but later avoid phone calls, e-mails and letters. Damage has not been repaired. VERY POOR customer service.
