TOTAL Ripoff! Can't find owner, messed up my ca

I had an accident on April 15. The accident was 100% percent the other driver's fault. The damage was on the front passenger's side a little over the tire. We took my car to RPM Automotive who CLAIMS on their website to do paint and body work. Owner was told to fix it right and that we did not car what the outside looked like. (it's a 97) We were going to get rid of the car eventually anyway. He estimated that it would be around $2100. He wanted some of the money up front (Red Flag)
So we gave him $800 to get started and the rest at later point.

During that time I got a rental car from the other driver's insurance company, I had to return 30 days later. Well then did not have another vehicle for 6-7 weeks! The whole time this person is telling me that he is trying to get a car and that he will pay for the rental charges. Finally, he got us a car. I use the rental until my car was fix. The car was done he said sometime in August and he wanted an extra $750. It took him 4 MONTHS and $3800. We got to ride in it and the first thing we notice is a grinding noise in the front of the car.

He said that my brakes were worn. From what? Nobody has been driving the car! Then we take a car for a ride the car veers to the right, where the damage was. He told us that all front-wheel drive cars do that. So realizing that this guy was not smart a long time ago. We decided to go ahead and agree to pay the $750 at a later date so we could really look at the car.

The car was a total mess. We took it to a dealer and was told that is would cost an additional $3800 to fix what the guy messed up!

The final straw was when the car was vibrating on the way home from working. Come to find out that the 2 lug nuts were lose and the others were gone on the wheel where the damage was. We tried to put the new lug nuts on but one of the bolts were stripped and the others were broke off! I couldn't drive the car. We had to get rid of it. On top of all of this he wrote a bounced check for over $600 to the rental company. So now we can't find him.
What can we do?
