Cheated When Parking with Credit Card

Since December of when I began working in a building near this parking garage, I've been paying $8 a day for parking. I used cash as often as possible, but a few times I've had to use my card.
After the first month I checked my bank statement, I noticed that a lot of the weekdays showed double charges.
I called the company and said I thought I was being double-charged, but the very rude man on the other end of the line interrupted me to say "No, you're not, we charge in batches. Count all of the charges on your statement and compare them to your receipts, then call us back."
I did. It didn't add up.
After a few weeks of only using cash, I tried a little expiriment. I paid for parking for ONE DAY of the month with my credit card. I went online to check my bank account activity the next day, and of course, I was double-charged.
When I called Mid-City again to ask for an explanation of this, a "manager" told me that he was just about to start a meeting, but that someone would be glad to call me back right away and explain to me IN DETAIL how their billing cycle works.
No call.
I called back the next week and left a friendly voicemail.
No call.

I then found out that 10 (TEN) other individuals at my workplace had been ripped off by this parking garage the same way.
