11 months and still waiting... - ID document

I applied for my ID on 15 March had to change my name for religion purposes I paid and the gentlemen told me that I will have to wait between 6 and 8 months. When I went back end of November it was still not ready and another gentlemen told me to wait 1 year and come back... I am now fed up I need my ID book and I will go to all the newspapers and the consumers board if I don't get my ID by end of January...
