This restaurant compulsory high tipping on the bill, so that we talked to the manager about this situation. We waited for the food about half hour, and the food was really really salty, so that's why we did not think we were suppose to pay 18% tips to the restaurant.
The tips suppose to depend on the costumers' feedback to this restaurant, and my feedback was really bad because of the waiting and the food. However, the manager's attitude was really bad that he said this range of the tips is normal in US, and he kept saying "American" do this... Blah blah blah, I think he discriminated against Asians really hard.
And he also said the 18% tips is in order to protect their waiters, he does not care the bad review we would give at yelp, and he also said his restaurant is superior quality restaurant not like IHOP!
