Matt Woolley is a consumate fraud. He has bilked moneys and debts with multiple sources and bankrupted on all of them. To give you an idea of his deceit, he accumulated over $1.1M in debt (and in the state of Utah, this is an extraordinary amount) and defaulted on dozens of honest, hard working people. He is supposedly a tax attorney, and has clearly used this to his personal advantange.
Steer clear of him and his empty promises.
