Called claiming $1,033.13 state taxes owed and sent to collections

Received a call that I owed 1033.13 in state taxes and that the state has sent me to collections. I called my payroll company who thought it may be a scam. I did a Google search of the phone number and came across similar reports attached to that number on usacomplaints.com site.
