Ripoff $250.00 to never receive a credit card just a bunch of papers telling me where to apply

I recieved a phone call from Guardian Financial stating I Could recieve a credit card with a limit of 5,000 if I paid them 250.00. I agreed thinking I was getting a credit card. I never recieved a credit card just a bunch of papers telling me where to apply. I contacted the company to get my money back. They were very rude and told me there is no refund. I paid 250.00 for a company to send me a paper telling me how to get a credit card. This company is a scam. Please help me get my money back...
