Rude collection company that refuses to give you a contract in writing, just make payments

My husband had a student loan through Wells Fargo. We seperated for a year, and when we got back together, he had acquired numerous debts, and had not paid payments on his bills, including getting his truck repossed.
Most of the things went to collections, and now that we have been back together I have been working to pay off his debt, pay the collection agencies, and make things right.
All of the companies have been extremely helpful working with me, and we have everything paid off, or are making payments on the last few things.
This company "Law Offices of Mitchell N. Kay, P.C." represent my husbands student loan and has refused to make suitable payment arrangements.
The original balance that went to collections was $4,215.00, which this law firm has continued to charge a rate of 18% interest and now the balance is up to $5,180.35.
When I first contacted the firm regarding payment arrangements, not only were they rude and had a bad attitude, but they would only argree to a settlement offer of 60% which equates to about $3,100.00.
We could not afford this, and I offered to make monthly payments and they refused.
They continued to harrass me, and I contacted them again hoping to talk to someone different, and I did, but with similar results.
This person stated that I would have to pay the entire amount of $5,180.35 but they would break it up into three payments which is still more then we have.
So, I received a letter in the mail stating and I quote, "We would therefore like to offer you the oppurtunity to repay this obligation on a monthly repayment plan. The repayment schedule being offered to you on the balance due is as follows: Repayment plan: 6 monthly payments of $77. Oo. After receipt of your 6th payment, we will contact you to discuss payment of the remaining balance due."
So, When they called today, I asked what this payment plan would be and the lady I spoke with, Jean Pohly 888-647-5718 reference number 48650150, stated that they would not send me anything in writing as to what the arrangements would be until I had made the first six payments.
When I explained how I would like to get some kind of letter in writing, or argreement, contract anything to show me exactly what I would be paying she refused.
After considerable questioning on my part as to why this was such a difficult task, she stated they needed me to make these first six payments before they could work with me.
Not only was she very rude, but also uncooperative.
I have been dealing with alot of creditors, and I know they are glad when you call them, because it means you want to pay.
I know we have debt, and things that need to be taken care of, and I am on my way in completing that.
My questions are:
Can this office still charge interest even though this has gone to collections?
Is this a legitamite law firm, or just a name a collections company has given themselves?
My complaints are:
I think this company is a ripoff because they are not willing to give a payment plan in writing, you are just supposed to make payments without knowing the final arragements for six months.
Based on the people I have spoken to in this office, it does not make me want to pay my bill when they are not willing to work with you in an ethical way.
