Is an absolute rip-off!

On July 1 I realized that Cic had fraudulently charged a no-balance credit card of mine $79.95. I immediately called and asked them to refund the charges. So what did they do, they said that they would give me a full refund, but on 8/2 I realized they only refunded me 75.95 resulting in a 15.00 late fee due to the unpaid 4.00 balance.

I called the credit card, explained what the problem was they waived the 15.00 fee and told me to be sure to get the four dollar fee off before 8/16. So I called cic and told them about the four dollar mistake that led to the 15 late fee. They said they would take care of the four dollars but that it would take 7-10 business days. So on 8/12 I called cic back due to the fact that the four dollars was still on my credit card.

Guess what, they told me it would be 7-10 business days. I carefully explained to them that this was not acceptable as my credit card will be late again on 8/16 and that they already had 7-10 days to deal with it and failed to do so. Ralph #63565 told me he would "escalate this matter" to the billing dept. I asked to speak to his manager or shift supervisor and he wouoldn't let me. So I said just get it off by aug 16 and there won't be a problem.

On Aug 16 I call my C.C. And the four dollars is still there. I call cic back and tell them of my problem when i get to the end of the story, I am mysteriously disconnected. So I call them back, Keep in mind each call is at least a 15 minute wait before you actually talk to someone, this time i ask the person who answers if she will take my phone number and call me back if we are disconnected, she says no and that we won't be disconnected, I explain that I was just disconnected on my last phone call etc... At the end of my newest explanation this person comes up with the brilliant idea of "escalating" this to the billing dept. I told her it was already escalated 14 days ago and am seriously contemplating looking up the word escalating in the dictionary to make sure that the definition hasn't changed.

I ask to speak to her supervisor. It takes 30 minutes to get the shift supervisor on the phone, I explain the problem, she says it will take 7- 10 business days to correct this problem. I say starting from when, because it has already been 14 days, I also get her to admit that there is documentation that on 8/2 and on 8/12 this problem was supposed to be fixed, she cannot tell me why it hasn't been fixed but that starting today within 7-10 bus. Days it will be. I also point out that it only took 1 day to get the 75.95 off my credit card why is it taking 30 times longer to get the last four dollars off. So then she starts saying things like, well, the four dollars is really just a partial month payment that you really owe us for some reason, I am actually in shock now. They are going to try and make me think I should just pay the four dollars after all this.

So we go back over all the previous conversations about how I was told the four dollars would be credited back and how each time they haven't been etc. I give up, the final solution to date was a new 7-10 day wait, I called the credit card they graciously have told me that they will waive the impending late fee, but insist that I call the company to straighten it out with them. The last thing I said to Sheryl (shift sup) #62083 was, "Are you a member of the Better Business Bureau. She said yes, I said, "what county are you in, She said I cannot give you that information. I told her that was okay, I will do the legwork on this one. There may be more to this story in a week or so.
