Very frustrating getting information

I recently made a payment of $50 over the minimum payment that was due, and instead of crediting that overage to my deferred interest payment that was due to expire in February, it was all credited to the fixed interest amount. I called once, was told that the payment hadn't been allocated yet and to check again in a few days. I checked back a week later, and nothing had changed. I called and a lady with an accent that I could hardly understand gave me the run-around for nearly 20 minutes. The only information that I could get from her that was helpful was that my December payment hadn't been late. I called later and asked someone else if my November payment had posted on time. It had.
On top of that, there is something called a 'purchases refund', apparently, a finance charge, that I have no clue about, especially since it LOOKS like a credit.
