Is a rip off scam

I received an invitation for a Visa with a $15,000 line of credit from first national credit. There was a one time fee of $43.00 for priority processing. I sent in my check for $43.00. It cleared the bank on 11-30-01. Supposedly the card was to be mailed out 14 business days after processing. To this date i have received no card and cannot contact first national credit.
