Hsbc HsBC chrged an check balance of 1500 to my sears mastercard to lower interest rates on my chg-cards Internet

Hsbc promised to have my interest rate lowered, they charged my sears mastercard 1500 and sent me a chrge card for 1000 that i did not activate; and they did not keep their word to lower my interest rate on all my charge cards.
