Ripoff they did not refund my money and their phone is disconnected

The first time I contact them and ask for a refund, they said I need to write a refund letter and send it to them. So I did, a month later I try to contact them again to ask if they receive my letter, I found out that their phone is disconnect and their website is no longer there.
