Ip-off credit card

I was ripped off by Capital Choice Consumer Credit. I was sent an application by mail that guaranteed me a 5,000 credit line, if I sent them 39.00 dollars. They had my name and address, I cannot remember if they had my social security number. Please respond and let me know if I can get my 39.00 dollars back.
