Charged debit card without authority on the 4th February in the sum of 9.95 i want to know why

On the 4th of February an amount of 9.95 was charged to my debit account I have no knowledge that this was done it is stated on my account AS CLKBANK.com DOWNLOAD 208-3

I never gave any authority for my card to be debited by such an entity. Please advise and if i am not satisfied with the response as small as this may sound or seems legal action will be sought against the persons responsible since i am employed with the financial services commission in my country.
