First National Credit ripoff processing fee for absolutely nothing!

I recibed a ACCEPTANCE CERTIFICATE for a line of a credit $15.000 on 10/29/01 I made copy of the certificate and copy of the check for $43.00, after i weited for three weeks, no credit card arrived, so I look in the internet for information on this bank and I found out it was a rip-off, since no phone number was on the certificate, I am going to the bank to see if, some how I can recover the $43.00
