I am so glad I investigated this. I just got their letter in the mail today. It says I am preapproved for a $15000.00 credit card. Says if I mail in a $37.00 standard processing fee or $43.00 rush processing and delivery fee then I will get my new Gold Card.in the middle of the letter paragraph 3 states "You may use your gold card immediately upon receipt for purchases from credit provider". This letter was signed by Mr. William Roberts, Approval Deparment.in small print the letter states " No application or credit check is neccessary when you sign this acceptance certificate. Please see terms and conditions included with your membership package."

As for many of you, red flags went up when I read this. No reputable bank is going to give $15000.00 credit limit without checking you out. Secondly, ALL reputable credit card companies send their terms and conditons out with the mailing. Not when they get money.
