NetQuote, and their sales representative, Scott Barnett, are liars and will rip you off. Do Not, under any circumstances, use them as a lead source. You will find that they misrepresent how they capture leads and resell the bogus leads to multiple agents.
The so called "free" leads are a pitch to get you to agree to their contract. Their leads are absolutely terrible. Most of the people were not interested at all in insurance, and if they were they had already been contacted my multiple agents in other states and are frustrated because they've been hassled. I may also add that more than a few said that the request was put in weeks or months earlier.
In closing, my advice to all insurance agents is to not do business with NetQuote or Scott Barnett in any capacity. And, if you are a carrier that lists your name on their site as a partner, you should remove it or risk having a backlash from the consumers.
