Ripoff $99.00 out of account for catalog credit but never received catalog

I have called 4 times to see where my catalog is. They keep telling me it is on its way. I have asked if this is a rip off and demanded my money back. They have assured me it isn't.

It has been since 10/03. Never receive anything or unable to purchase on line. Please help if you can. Never had this happen before. Thanks a lot
