You need to file a Regulation B report" (w/in 60 days of the date of the withdrawel). That's how they get you, they tell you the card will come w/in 25 days.
Then they send you a packet of Credit Card applications, you could get anywhere, then tell you in the mailer that your card will be received in 25 days.
If you wait the 60 days, there will most likey never be a refund, this scam constitutes Wire Fraud, Mail Fraud, And Since they are operating accross state lines, the FBI is also investigating.
