Did not disburse payments to Creditor. UFS is holding $1,161 in payments and has not made a payment to creditor in 3 months

I entered into a dept consolidation agreement with United Financial Systems (UFS).inc, almost five years ago. Over the past 12 months, they have failed to make timely payments (disbursement of the monthly funds I pay them in terms with our agreement) on my behalf to my creditor (CitiCards) a total of 6 times (two, 3 month periods: May- July and August October.) The personal damage resulting in UFS's nonpayment and late payments on my behalf include being charged late fees by said creditor, increases in APR, accrued interest, an expulsion from CitiCards' Debt Management Program (this is the program Citibank offers to non-for-profits such as UFS) on two occasions.

I have called and spoke with UFS customer service several times, but they were very unhelpful they needed to look into the matter because they dont have specific information about my payments to them or disbursements to my creditor/s. I also contacted UFS via email (Jamie Lyons, Ramey Draves and S. Smith). Only after thoroughly documenting UFS's missed and late payments for UFS, did they released funds from the first 3 month period (May July) in the amount of $1,161. They then had me reinstated into CitiCards' Debt Management program. However, since that time UFS has again failed to disburse the funds I paid to them from Aug- October in the amount of $1,161 ($387/month).

As a result of this latest transgression, I have again been accessed a late charge by CitiCards, have again accrued additional interest to my credit balance, and again my credit rating has been damaged due to the non/late-payments. May it also be noted that I was not reimbursed for the damages incurred for the late/nonpayment during the first time period (May- July) despite documenting such damages for UFS upon their request, and despite them promising to do so after they reviewed my records and agreed to full reimbursement. The terms of my agreement with UFS do not allow me to make a direct payment to my creditor - if I or any third party does so, I forfeit the $480 fee they collected from me at the onset of my contract as an advance which is to be repaid as a "Cash Back Award" for successful completion of the program.

For the first four years I have not had any issues with UFS. It has only become a problem within the past year. I am only a few months away from paying off my credit card debt, and I wonder if UFS is purposely missing payments so as to force my hand in making direct payments to my creditor, thus defaulting my contract and the "Cash Back Award". I have searched the internet and have found many other UFS customs with strikingly similar experiences. Also note that I have been on hold with UFS phone service for almost three hours, during which time my call was cut off once. This is very typical of their phone customer service. As for email communications, it too has been difficult to garner a response.
