Is a deceptive ripoff Scam, robbed by mail

This is the form I received from First National Credit:

Dear Christopher:
Congradulations, you are guarenteed approval for a First National Credit Gold Card with a credit line of 15,000. This is not a "Maybe." We have already reserved a card in your name.

To receive your gold card please sign and mail this guarenteed acceptance certificate and include your one-time only $37.00 membership fee. Once we receive this certificate with your membership fee, your gold card will be sent to you. Further details of your membership will be included with your gold card.

You may use your gold card immediately upon receipt for all purchases from credit provider.

First National Credit provides a 30-day money back guarentee for membership fee. If you are not satisfied for whatever reason, just return the gold card and membership package within 30-days for a full refund of membership fee - no questions asked.

Please verify that your mailing address printed above is correct or make any necessary corrections to the right of the address.

I sent $37.00 dollars on 4/15/02 and got there membership package a few weeks later. It was not a credit card at all, It was a catalog for there merchandise which was extremely over-priced. I sent back the card and package by certified mail on 5/3/02 and got confirmation that the package was delivered at 9:53am on 5/6/02.

I figured it would take six to 8 weeks to get my guarenteed refund but so far I've received nothing. I got on the internet today to see if the company was online and thats when I found out that First National Credit is up there with Bin Laden. Why is nothing being done about these Fraudulent companies?
