Threatened me with police and court action for a payday loan I never got

Today I was astounded by the phone call I received. A man with an Indian dialect onformed me that I was facing three charges of 1) Internet Fraud, 2) Theft of Service, and 3) IRS Evasion for not paying off a payday loan to CashNet.com. When I tried to inquire further as to how this could be since I never had a payday loan, he told me he could not tell me anything until he had finished reading off the charges. He then informed me that I owed CashNet.com over $5,000.00.
When I told him I'd never received a payday loan, he proceeded to read off my ISP address and personal references I had used on an application for a payday loan over a year ago, in which, I did not qualify for as I did not make enough money.
He then transferred me to another man who gave his name as David Jones. He proceede to read the same charges and inform me that the police would be here to arrest me. I told him that i had never had a payday loan and that I cuold pull bank transactions to prove it. He told me that I would have to prove myself in court. I told him that I could do and hung up the phone.
He then called me right back to ask why I hung up on him, did I not want to settle this without the police being sent to my house? I told him to send them I could prove myself, and hung up again.
With nerves shot at this point, I decided to go online and look for a website for CashNet.com with a phone number and came across to many reported complaints that mirrored my own.
Can someone not do something to stop this fraudulent behavior?
