Inquiry on your credit history without credit complete application

I filled out an online form for credit. They wanted to see my prior year tax return to complete the application. Since my business delayed my tax filings, there was to return to furnish them. They put an inquiry on my history with the credit bureaus even though they never took a complete application in their definition.
