Google offer kit $2.95... Take $77.90 from account

Goggle offer you a kit for $2.95. You never receive kit or hear from them. About ten days later $77.90 is debitted from your account. They refuse to give money back, but is quick to drop you from the program. They claim they send an email that you never get.
