Ripoff consumer fraud why can't a law be enacted to prevent consumers from this type of stealing Orange California

I didn't sign-up for this service, just a free credit report. The next thing I see is a charge appearing on my credit card. I'm working with the credit card compnay to remove the charge at this time.

With all the laws we have why can't one be enacted to prevent consumers from this type of stealing.
