H&R Block emerald card - puts holds on your money and then customer service says they did not

I filed my taxes and got the emerald card this year. I went on line for airline tickets for southwest airlines and purcased 3 tickets on january 27th for the amount of $500. That amount was deducted from my balance on that date. Two days later, january 29, my account was deducted again but the statement showed 3 seperate deductions in amount of $167 (three times) by southwest.

I called H&R block and they said the airline put a hold on my account for the amount, which means my balance was deducted by $1000, double the cost of the tickets. They said southwest has to fax H&R block PERMISSION to release the hold... Southwest refuses to fax the information about the hold because they deny putting a hold on my account. So now i spend $1000 on tickets that actually cost 495.60. OH, and H&R block told me they WILL NOT release the hold since they didnt put it on there???

They both deny putting the hold on my account so does anyone know who actually puts theese holds on DEBIT cards and how long does it take to get your money back?
