3 to 4 phone calls per day for same debt, even when told not able to pay until late

I have been called 3 to 4 times per day even when I told them I was not able to pay until a certain day. I was told by the person calling they were allowed to call even when they knew they would not be able to collect. Collectors are not allowed to call harrassing you. If a date is given for payment the collectors have to wait until that date passes to call you again.
